The function and purpose of this Recreation Council is to develop  a well-rounded recreation program for all the citizens of the community; to effect proper coordination of all agencies and organizations in the community; to help finance, publicize and evaluate year-round programs of recreation for all ages.   - Beltsville Recreation Council
